However, the Mint Act of 1890 permits American coin designs to be changed every 25 years. So, during his second tenure as Mint Director from 2018 to 2021, Ryder sought the approval of then-Treasury Secretary Steven Mnuchin to replace the Gold Eagles reverse design with a fiercer depiction of our national bird while leaving in place the famous Augustus Saint-Gaudens image of Liberty on the reverse.
